Job Description

Our Raytheon Electronic Warfare - Electrical and Electronics Engineering Department in Goleta, California is seeking an Engineering Manager to lead a highly motivated team of digital/analog electrical engineers within the Electronics Warfare (EW) Systems Self Protect Systems/Integrated Electronic Warfare Systems (SPS/IEWS) Hardware Department. The section specializes in the design, integration, verification and production of electronics in support of RF/Microwave systems for airborne platforms for defense applications.


The Section Manager (SM) is a key technical contributor to the programs and products supported by the section and in addition, performs direct line management activities for approximately 12 - 15 engineers. These SM activities include career and performance development, mentoring, training, tool and process development, resource allocation, and championing the use of established procedures, processes and instructions. The SM serves as a liaison to the programs, ensuring program success along technical, cost and schedule parameters, as well as overseeing section member job assignments, performance, and recognition.


Responsibilities include coordinating program staffing needs and optimizing staffing across skills and experience to meet demand for multiple programs. The SM will be accountable for requirements flow to specification, robust engineering work products, and peer reviewed documented engineering trades for all section members. In addition, the SM will team with the Department Manager in the execution of the department's engineering goals. The SM, like his section members, should have demonstrable expertise in Subsystems Electrical Engineering, including design development and leadership experience. The SM will engage regularly with program office personnel in producing cost and technical proposals and with IPTLs in producing estimates to complete. The SM will also be responsible for developing and maintaining technical roadmaps and leadership of those in his/her section.


The candidate must have an outstanding ability to provide technical guidance and act as a mentor to their staff. The candidate must be adept at making technical presentations and at establishing customer relationships. The candidate shall be a highly motivated "self-starter" able to lead by example, possessing strong interpersonal, written and verbal communication skills, and maintain positive relationships and satisfaction with functional and program leadership.


Required Skills:


  • Minimum of 10 years of experience in design and testing of digital and analog hardware, or 8 years with a related Master's degree.
  • Experience with analog and power electronics design.
  • Previous experience as a technical manager or leader of a technical team.
  • Experience interfacing and communicating with customers (internal/external), regarding assessments of program performance (technical, cost and schedule).
  • Broad experience spanning design, production, and support phases of electronics-centric product development.
  • Extensive experience with block diagrams, parts lists and design review packages for complex digital and analog electronics.
  • Demonstrated experience in designs implementing ADCs, DACs, power conversion, FPGAs, Transceivers, RAM/Memory, and communications devices (Ethernet, Fiber Optic, and other high speed communications).
  • Hands-on experience in testing of electronic products using high-speed oscilloscopes, signal generators, logic analyzers, waveform generators, spectrum analyzers and debugging tools.
  • Minimum 6 years of experience with design tools such as Spice, ADS, and Matlab.
  • Working knowledge for Bit-Error-Rate (BER) testing/analysis and Signal Integrity analysis and design tools.
  • Possess skills to handle fast pace and dynamic product development environment
  • Strong team player with good interpersonal skills as well as excellent written/verbal communication skills.
  • Familiar with Earned Value Management Systems (EVMS) and or other project related management tools.
  • U.S. Citizenship status is required as this position will need to obtain an active U.S. Security Clearance.
  • This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons.


Desired Skills:

  • Experience designing digital and analog electronics for airborne Electronic Warfare & RWRs with attendant weight, power and size requirements.
  • Electrical Design and analysis with Mentor Graphics.
  • Demonstrated Project Lead Engineering skills, including Earned Value Management.
  • Experience with DoD programs.


Required Education (including Major):
